会议指出，近年来，在部党委领导指挥下，铁路公安机关始终坚持政治建警、全面从严管党治警，推动忠诚铸魂、理论武装、组织建设、正风肃纪、文化育警等工作取得新成效，风清气正的政治生态不断巩固，队伍作风和精神面貌焕然一新。会议强调，要坚持政治建警，扎实开展深入贯彻中央八项规定精神学习教育，深入推进标准化党建，抓好巡视问题整改，充分发挥工团作用，严格落实党建责任，以高质量党建推动铁路公安工作高质量发展。要聚焦“举旗帜、聚民心、育新人、兴文化、展形象”使命任务，扎实推进铁路公安文化建设。大力弘扬忠诚文化、法治文化、纪律文化，组织创作更多精品力作，活跃警营文化生活，加强文艺骨干队伍建设，以文化软实力赋能公安机关新质战斗力。
会议指出，各级政工干部要旗帜鲜明讲政治，聚焦主责主业，把主要精力放在专责抓思想工作和队伍建设上来，以钉钉子精神推动解决制约队伍长远发展的体制性机制性问题，认真落实严管厚爱各项措施，着力锻造“四个铁一般”过硬公安铁军。会议强调，政治工作是一项系统工程，要正确处理好“政治”与“业务”、“务虚”与“务实”、“守正”与“创新”、“问题导向”与“系统观念”、“典型引领”与“整体推进”的关系，充分发挥新时代政治工作生命线作用。
与会代表分组现场观摩了郑州铁路公安局郑州东站派出所、新乡东站派出所基层党建示范点和洛阳公安处机关警营文化建设情况。郑州、南昌、成都、济南、乌鲁木齐、上海铁路公安局，延安铁路公安处、牡丹江铁路公安处绥芬河站派出所等8个单位在会议上作交流发言。
