7月10日8点30分，罗源县局接群众报警称，三溪水库巡防员老赵在巡逻时，不慎从30米高的堤坝摔入草丛，民警与救援人员赶赴现场。因现场无路可通，且附近水库水流湍急，给救援带来一定难度。民警与救援员分工协作，几经波折最终确定了老赵的具体位置。
9时38分，老赵被成功找到，其头部受伤、全身多处骨折无法移动，民警当即脱下雨衣为老赵穿上以防失温，随后，与救援人员一起使用担架，将伤者安全救出，并送医救治。

7月10日6时许，碧里村一名老人家中被淹，无法出行，接到群众报警后，民警迅速赶到，将老人安全转移至村委会安置。

7月10日上午，罗源交警铁骑在罗川中路设卡管制交通时，发现一辆电动车通行遇困，铁骑队员立即上前搀扶群众，协助其将电动车掉头。

7月10日上午，罗源交警在巡查中发现一辆三轮车因涉水发生侧翻，民辅警迅速反应，冒雨上前，合力扶起三轮车，并将群众转移至安全地带。
